Level 2 – Noticeable – Minor to moderate hoarding is present. Some areas of the home may begin to feel crowded, and at least one exit or pathway may be partially blocked. Light odors, dirty surfaces, or small amounts of trash or pet waste may be present.
Level 3 – Compromised Living Conditions – The home begins to experience functional impairment. One or more rooms, often the kitchen or bathroom, may be difficult or impossible to use. Clutter levels are high and odors, pests, or sanitation concerns may be present.
Level 4 – Severe Conditions – The property presents safety concerns. Large amounts of clutter create fire hazards and structural strain. Sanitary issues may include rotten food, pest infestations, sewer backups, or extensive pet damage.
Level 5 – Extreme Conditions – The home is in a crisis state and may be uninhabitable. Entryways or exits may be blocked, severe rodent or insect infestations may exist, and utilities such as water or electricity may not function. Professional remediation and large-scale cleanup are typically required.
